IRS Will Be Closing Some P.O. Boxes on July 1 and Won't Forward Checks

In e-News for Tax Professionals, the IRS has reminded taxpayers that July 1 marks the closing of several business payment P.O. Boxes (also known as Lockbox addresses), in the Cincinnati and Hartford areas. Payments will be returned to sender. No forwarding service will be offered.

IRS first made this announcement in January 2020. See IRS will be closing some P.O. boxes in July; won't forward checks.

IRS instructs taxpayers and tax professionals that, to help ensure timely receipt, they should check IRS's Where to File website before mailing tax payments.

  1. IRS clarifies lockbox closures in Cincinnati and Hartford
    In an email, the IRS clarified who would be impacted by the lockbox closures in Cincinnati and Hartford. The IRS has also provided other updated "Where to File/Pay" information.

    Background. In June 2020, the IRS reminded taxpayers that it was closing several business payment P.O. boxes (or Lockbox addresses) in Cincinnati and Hartford beginning July 1, 2020. The IRS stated that payments to these closed payment locations would be returned to the sender because no forwarding service would be available.     IRS clarifies lockbox closures. According to the IRS, the Cincinnati lockbox is closing only for non-1040 filers, so taxpayers filing Form 1040 (or 1040-SR) with a payment from Illinois, Michigan, Minnesota, Ohio and Wisconsin, will still file their returns using a Cincinnati lockbox.     Delaware, Maine, Massachusetts, New Hampshire, New York, Pennsylvania and Vermont taxpayers filing Form 1040 (or 1040-SR) with a payment will file their returns using a Hartford lockbox. See Where to File Form 1040, 1040-SR.

    Other "Where to File/Pay" information. In addition, according to the IRS’s website, both a Cincinnati and a Hartford lockbox are listed as mailing addresses for some taxpayers and tax professionals making payments with Form 1040-ES. Taxpayers and tax professionals should consult the IRS’s Where to File Form 1040-ES to confirm the mailing address before sending an estimated payment.

    Also, according to the IRS's website Where to File Form 941, taxpayers located in Connecticut, Delaware, District of Columbia, Georgia, Illinois, Indiana, Kentucky, Maine, Maryland, Massachusetts, Michigan, New Hampshire, New Jersey, New York, North Carolina, Ohio, Pennsylvania, Rhode Island, South Carolina, Tennessee, Vermont, Virginia, West Virginia, and Wisconsin, filing Forms 941 with a payment will still send that return with payment to a Cincinnati lockbox.

    The IRS reminds taxpayers and tax professionals to check Where to File Paper Returns before mailing returns that include tax payments.

    Finally, taxpayers filing business returns should check Where to File by Return Type, which provides a list of mailing addresses by form number, to confirm the correct mailing address for any business returns.
